Oman: Draft Media Law Discussed With Information Ministry

The State Council, in collaboration with the Information Ministry, has discussed the draft version of the new media law.

The draft media law aims to include updates and recent developments since the last issuance of media regulations.

It is designed to serve as comprehensive legislation governing the media sector in Oman.

Discussions have also included, the potential impact of the draft law on the media industry, its role in improving Oman’s international ranking in terms of freedom of expression, and the regulation of procedures for licensing media-related activities.

Dubai: Remote Litigation System Implemented

Emaratalyoum, 10 May 2024: The Public Prosecution in Dubai has partnered with E&Enterprise to implement a digital system for remote investigation and litigation.

The system will be overseen by the Public Prosecution through a central operations room, and integrated with key partners including the Dubai Courts, Dubai Police, and the General Directorate of Residency and Foreigners Affairs.

Under the agreement, the parties aim to implement a centralised system for remote investigation and litigation.

This platform will offer stakeholders a unified judicial solution which can be accessed remotely for dispute resolution. purposes

Some key features will include central storage and archiving, scheduling of remote interviews, and reserving rooms at various locations such as police stations, courts, and investigation rooms by the Public Prosecution.

Bahrain: Proposal on Establishing Union of Beneficiaries of Housing Apartments Ministry

Al Watan, 13 May 2024: A Bahraini MP has proposed a law to establish a union for beneficiaries of Ministry of Housing and Urban Planning apartments.

This union would organise services and shared spaces within these housing complexes.

The aim is to ensure effective management and maintenance of the building and its common areas by all beneficiaries.

Abu Dhabi: Air Quality Law Issued

Aletihad, 10 May 2024: The Abu Dhabi Decision No. 2/2024 on the air quality system in there has been issued.

The law aims to preserve the environment, enhance ambient air quality, minimize air pollutants from fixed and mobile sources, and regulate noise levels.

This law will apply to all projects and companies operating in the country which will require an environmental license from the Environment Agency – Abu Dhabi to safeguard air quality.

The Authority will develop executive decisions, practice manuals, and guidelines to implement these provisions, and issue them as supplementary documents.

It will also monitor and assess air quality through environmental monitoring , and ensure air pollutants remain within approved maximum limits.

In addition, the Authority will supervise environmental monitoring across the country, and with relevant authorities to identify monitoring locations and necessary ambient air pollutant measurements. for the full story, click here.

UAE: New Regulations for Food Establishments

Emaratalyoum, 7 May 2024: The Climate Change and Environment Ministry intends to launch regulations on food and facilities within the country, early next year in 2025.

The Ministry has confirmed its collaboration with the National Food Safety Committee to explore the issue of new legislation in this area.

It aims to unify and strengthen control over food products and regulate their circulation in the country, as well as to support emerging food industries.

Saudi Arabia: Draft Regulations on Road Work Permits

Okaz, 2 May 2024: The General Authority for Roads has drawn up a draft regulation on road permits, to clarify the requirements and procedures for obtaining permits to conduct roadworks.

According to the regulations, the permit holder must collaborate with relevant authorities on the planned work.

They must also submit a plan outlining temporary safety measures for road users during the work and, if necessary, a plan for permanent safety measures.

The draft has also outlined the application submission process for obtaining permits.

Those intending to conduct road works must submit an application to obtain the necessary permit via the platform.

The Authority must review the permit application within 10 working days to ensure completeness and verify that all necessary requirements have been met.

This period can be extended for similar length depending on the nature of the permit and the planned work.

The permit may also be extended for a specific period if there is a request from the applicant 60 days before the expiry of the term.

Those granted permits will be subject to oversight, follow-up, and evaluation by the Authority.

The Authority, or its appointed representatives, will have the right to ensure compliance with permit requirements, as well as on the application of approved specifications and standards.

Qatar: Media Content Regulation Discussed

Raya, 2 May 2024: The Cultural Affairs and Media Committee of the Shura Council has discussed the codification of media content creation and distribution on digital platforms.

Several members raised the topic for general discussion, which have prompted the committee to decide on further study at the next meeting.

Oman: Amendments to Oman Sultani Decree No. 30/2008

Roya, 2 May 2024: The National Committee for Family Affairs has approved amendments to Oman Sultani Decree No. 30/2008 the law on juvenile accountability, along with amending some provisions agreed upon by the participating parties.

The committee has also addressed matters on educational disruptions and approved the social responsibility program of the Omani Football Association, particularly in regard to child protection.

Additionally, it has reviewed programs offered to families and children by the Culture, Sports, and Youth Ministry for the upcoming summer period.

Kuwait: Using Deceased’s Biometrics To Unlock Their Phone Is Not Allowed

Al Qabas, 3 May 2024: The Endowments Ministry, through the Fatwa and Sharia Research Sector, has issued a ruling stating that it is not permitted for the family of a deceased person or anyone else to use their hand or face fingerprint to unlock their phone.

These biometrics are deemed part of the deceased person’s privacy.

The Fatwa has further stated that if there is a need to unlock the deceased’s phone, this should be done through the judiciary or the competent security authority.

DIFC: Amendments To The Financial Markets Tribunal’s Rules of Procedure

The Financial Markets Tribunal (FMT) has issued revised Rules of Procedure of the FMT (FMT Rules) which came into force on 2 May 2024.

The FMT Rules have been amended and now cover various aspects, including the form and content of pleadings, document disclosure by the Dubai Financial Services Authority (DFSA), procedures for preventing decision publication and requesting private hearings.

There are also rules for suspending referred decisions pending proceedings, conducting hearings in the absence of a party under certain conditions, and striking out proceedings for non-compliance with FMT Rules, including automatic dismissal for failure to comply with an exception rule by the FMT.

The President of the FMT has prepared an explanatory memorandum explaining the main changes that have been made to the FMT Rules and the purpose of the changes.

FMT Form 1 (Reference Notice) has also been revised to reflect the relevant changes.
