Navigating Public Sector Partnerships: Legal and Administrative Essentials

Understanding the Legal Landscape for Public Sector Engagement in Saudi Arabia

“This programme is designed primarily for in-house counsel, senior executives, consultants, and investors engaged in Saudi public sector projects. Attendance is not generally intended for representatives of private practice law firms.”

Saudi government projects demand precise compliance, careful relationship management, and a deep understanding of the legal frameworks that govern procurement, delivery, and dispute resolution — including the principles of administrative law, which are entirely distinct from those of regular commercial law. This session moves beyond “how to win” and focuses on how to operate successfully once you’re in.

Key Discussion Points:

• Who’s who in Saudi public contracting: ministries, authorities, SEZs, and state-owned entities

• Principles of administrative law and how they differ from commercial laws

• Procurement channels and compliance considerations (local content, Saudisation, tax, cybersecurity)

• Dispute resolution and enforcement in Saudi government contracts

• Real-world examples of penalties, disqualifications, or clawbacks due to non-compliance

Hear from legal and project experts with direct experience navigating Saudi Arabia’s regulatory landscape — and take away practical strategies to align with Vision 2030 public sector priorities.
