Saudi Arabia: Ship Captains Must Obtain Professional Permits

Al Madina, 17 July 2021: Saudi Arabia’s General Transport Authority has announced it is preparing comprehensive marine transport regulations.

The regulations will include six conditions which need to be met by captains and sailors.

The Authority said the ship captains must obtain professional permits.

They should also provide their educational certificates and medical reports to prove their health competence.

Arab News, 14 July 2021: Kuwait’s Finance Minister has announced tax changes are on the way.

Excise tax and VAT will be introduced.

They also announced withdrawals need to be made from the Future Generations Reserve Fund temporarily to plug a budget deficit.

Saudi Arabia: New Female Footballer Regulations Approved

Gulf News (United Arab Emirates), 15 July 2021: According to local newspaper reports, Saudi Arabia’s Football Association has announced it has approved new female footballer regulations.

The new regulations amend existing regulations.

The amendments will allow a Saudi women’s football league and women’s teams to be created.

They protect the rights of female professional footballers who want to have children during their playing careers.

They include conditions agreed on by FIFA, FIFPRO and other stakeholders. They state female players will be treated the same as men, but they will be entitled to maternity leave during the contract’s term.

They will be paid at least two thirds of the contracted salary unless the local rules or collective agreements provide more favourable terms.

A contract will not be able to state a female player must not be pregnant or get pregnant during its their contractual term.

Their contract may not be suspended during their maternity leave, or deprive them of a maternity rights in general.

It is not clear how long the minimum maternity leave will be nor how long it will last before and after a child is born.

The number of professional players is also not clear and whether amateur players will be allowed to be admitted.

Saudi Arabia: Banks Should Appoint Anti-commercial Cover-up Official

Saudi Gazette, 14 July 2021: Saudi Arabia’s Central Bank has announced banks should appoint an anti-commercial cover-up official.

They will be responsible for monitoring and reporting suspected cases.

They also have to report the suspected cases to the Director of the Department of Anti-Money Laundering and Counter-Terrorist Financing.

A Circular to this effect has been issued.

They should have the relevant expertise and competence in tackling commercial cover-up, money laundering and terrorist financing and in drafting policies and procedures necessary to tackle cover-ups and report these cases.

The policies and procedures include developing technical systems to detect suspected cover-ups as well as creating and developing scenarios for account control to tackle cover-ups.

Mubasher, 13 July 2021: Sharjah’s Executive Council has announced it has issued regulations on holiday home rentals.

The regulations include the standards which have to be met for operating holiday homes and the standards for categorising these houses.

They also state unlicensed parties will not be able to operate these activities.

UAE: Digital Currency to be Launched

Gulf News (United Arab Emirates), 12 July 2021: The UAE’s Central Bank has announced it plans to launch a digital currency.

The announcement is contained in the Banks’ priorities for 2023 to 2026.

It is part of the Bank’s aim to be among the world’s Top 10 central banks.

They will also focus on including driving digital transformation in the UAE’s financial services sector by utilising the latest Artificial Intelligence and big data solutions. Technology will also be used across inspection, monitoring and insurance systems as well as the UAE Pass system utilised to boost financial inclusion and provide easy access to financial services.

They will also focus on supporting the UAE’s green economy efforts and continue work to developing an innovative financial infrastructure to boost the UAE’s competitiveness in this area.

Alroeya, 10 July 2021: Dubai’s Ruler has announced a National Scheme for Programmers has been launched.

It has been launched together with large technology companies including Google, Microsoft and Amazon.

The aim of the programme is to attract and train 100,000 programmers and establish 1,000 digital companies within five years.

Golden permits will also be issued to them.

They will be issued again from 12 July 2021.

Those arriving in the country through different terminals will have to comply with the anti-Coronavirus measures approved by the Public Health Ministry.

Oman: GCC Tax Agreements Ratified

Oman’s Sultan has issued two Sultani Decrees ratifying GCC tax agreements.

Oman Sultani Decree No. 50/2021 ratifies the 2016 GCC Unified Agreement on VAT.

The relevant departments have to deposit the ratification document in line with the agreement.

Oman Sultani Decree No. 51/2021 ratifies the 2016 GCC Unified Agreement on Excise Tax.

The relevant departments have to deposit the ratification document in line with the agreement.

Both Decrees will be published in the Official Gazette and come into force on their issued date.

Turkey: Red Bull Loses Trademark Revocation Case

Hurriyet Daily News, 6 July 2021: Red Bull has lost a trademark revocation case against a local soda company.

The local company applied to the Turkish Patent and Trademark Office to register their Zilli Okuz Gazoz or Jingle Ox Soda brand.

The application was approved in July 2019 and the relevant registration application published.

Red Bull became aware of this and asked the Office to reject the registration request.

The Office refused as they argued there was no similarity between the two brands in terms of their names and logos.

The loss means there is no legal obstacle to a red bull figure being placed in the logo of the local soda brand.

Red Bull can appeal the Decision.
