Ajman: Launches New Digital Payment Services and Interest-Free Instalment Options

Kuwait Citizen, 16 October 2025: The Department of Finance in Ajman has unveiled two major payment innovations introducing local smart payment services through the ‘Jaywan’ card system and a new interest-free payment instalment scheme.

The department has integrated the UAE Central Bank’s ‘Jaywan’ national payment card with the ‘AjmanPay’ platform, offering residents an alternative to international payment networks. This card system provides comprehensive payment capabilities across ATMs, e-commerce platforms, and point-of-sale terminals.

Alongside this, the department has implemented a ‘Get it done now and pay later’ service, enabling customers to split government fee payments into monthly instalments without interest charges. The service also includes an option to defer payments for a specified period.

The department also showcased its new ‘Estidama system’ Smart Financial System at the exhibition. This cloud-based platform integrates four modules managing budgeting, initiatives, financial execution, and reporting for government operations.

Ajman: Introduces Heavy Fines for Illegal Fuel Truck Parking

Gulf News, 6 October 2025: Ajman authorities will begin enforcing new penalties from 7 October 2025 for fuel transport trucks parked outside designated areas, with fines ranging from AED5,000 to AED20,000.

The new regulation implements a three-tier penalty system: first offence: AED5,000 fine, second offence: AED10,000 fine and third offence: AED20,000 fine plus vehicle impoundment and potential public auction.

The Ajman Supreme Energy Committee will oversee enforcement and holds authority to suspend or cancel fuel trading permits for companies violating the rules.

Vehicles found in densely populated areas or positions deemed hazardous will face immediate removal at the owner’s expense.

Ajman: New Heavy Fines for Illegal Parking of Fuel Transport Vehicles

Gulf Today, 7 September 2025: Ajman’s government has issued new regulations prohibiting petroleum transport vehicles from parking outside designated areas, with violations carrying fines of up to AED20,000.

The Higher Energy Committee will oversee enforcement through judicial officers, implementing a graduated penalty system for offenders. First-time violators face AED5,000 fines, increasing to AED10,000 for second offences. Third violations will incur an AED20,000 penalty and may result in vehicle impoundment and public auction.

The committee holds the authority to impose additional sanctions on licensed facilities that breach regulations, including suspension or cancellation of petroleum trading permits. Officials may order immediate removal of vehicles from densely populated areas or locations presenting public safety risks, with costs charged to vehicle owners.

Ajman’s Ruler has issued a law establishing the “Ajman Department of Tourism, Culture and Media,” merging two existing departments into a single entity.

Ajman Law No. 2/2025 combines the former Tourism Development Department and Culture and Media Department. Key aspects of the merger include:

  • Transfer of all existing staff with preserved financial entitlements
  • Retention of 2025 budget allocations from former departments
  • Headquarters location in Ajman city
  • Provision for new branches subject to Executive Council approval

The department’s responsibilities cover:

  • Tourism:
    • Policy development
    • Event management
    • Facility licensing and classification
    • Investment promotion.
  • Culture:
    • Heritage site management
    • Museum oversight
    • Arts development
    • Cultural preservation.
  • Media:

Mubasher, 9 June 2025: The Crown Prince of Ajman has issued a new decree on the standardisation of service fees, penalties, and fines within the Department of Land and Real Estate Regulation.

Under the decree, the Department of Land and Real Estate Regulation has been authorised to collect specified fees and enforce penalties and fines for non-compliance. The decree has also nullified any conflicting provisions in existing legislation, ensuring a unified legal framework for real estate services.

The standardisation of fees and penalties is expected to streamline real estate transactions and support Ajman’s economic and organisational growth.
