Ajman: New Real Estate Contributions Law

Ajman has introduced a comprehensive legal framework through Ajman law No. 1/2025 to regulate real estate contributions.

Ajman law No. 1/2025 outlines the procedures and requirements for real estate contributions, including the establishment of a register for real estate contributions, the roles and responsibilities of trustees, and the conditions for the transfer and liquidation of contributions. Real estate contributions are financial or in-kind investments made by an owner or investor into a real estate project or investment vehicle, often in exchange for shares or ownership in the venture. The new law is expected to enhance transparency, protect investors’ rights, and attract more investment into the real estate sector in Ajman. Obligations under the law include the requirement for trustees to manage contributions responsibly, ensure compliance with anti-money laundering regulations, and maintain a minimum ownership stake in the contributions. The law repeals any conflicting provisions in existing legislation and is set to come into effect 30 days after its publication in the official gazette.

Ajman: Enforces Stricter Penalties for Veterinary Violations

Khaleej Times, 14 February 2025: Ajman Municipality has implemented a comprehensive plan to ensure veterinary facilities comply with federal regulations through regular inspection campaigns.

Veterinary establishments are required to dispose of expired products safely via accredited companies within three months of expiration.

In collaboration with the Ministry of Climate Change and Environment, the municipality has emphasised regulatory compliance and environmental safety.

Violators face fines from Dh10,000 to Dh500,000 under Federal Law No. 9/2017.

The municipality also mandates proper documentation, including valid licenses and contracts for pest control and safe disposal.

Key directives include restricted pesticide use and sourcing medicines from approved suppliers.

Non-compliance may lead to fines, product confiscation, or facility closure.

Ajman: Issues Decree Establishes Higher Committee of Energy in Emirate

Khaleej Times, 14 October 2024: A decree has been issued by the Ajman Ruler, applying to all entities currently involved in or seeking to engage in petroleum product trading within Ajman and its free zones.

The establishment of the Ajman Higher Committee of Energy comes under the Ajman Emiri Decree No. 8/2024, issued by the Ruler of Ajman.

The newly formed committee will possess legal personality and the capacity to fulfill its designated functions.

It will operate under the oversight of the Chairman of the Ajman Executive Council.

According to the decree, the Chairman of the Ajman Executive Council shall appoint the members of the Higher Committee of Energy based on their demonstrated expertise and experience in relevant fields.

The committee members shall serve a three-year term.

The Higher Committee of Energy shall be responsible for regulating the trading of petroleum products within the emirate in accordance with international best practices; optimising the level of services related to the energy sector, aligning the emirate’s energy sector with global trends and developments; enhancing safety and security measures within the Emirate.

Additionally, ensuring that operating establishments and related entities comply with all applicable federal and local regulations.

The decree supersedes any conflicting provisions in other legislations.

It shall enter into force upon the date of its issuance and be published in the Official Gazette.

Ajman: Eimir Decree on Statistics Centre Issued

Al-Watan, 23 July 2024: The Ruler of Ajman has issued a decree amending the previous decree regarding the Ajman Statistics Centre.

The new decree, Ajman Emiri Decree No. 7/2024, replaces the title “Executive Director” with “General Director” in the previous Ajman Emiri Decree No. 8/2022 and any other relevant legislation.

Furthermore, Article 6 of Ajman Emiri Decree No. 8/2022 has been replaced with the following: “The centre will have a general director appointed by a decree issued by the ruler, and a sufficient number of technical and administrative employees, all of whose job affairs will be managed and organised in accordance with applicable human resources legislation in the emirate’s government.”

The decree also abolishes any conflicting provisions in other legislation and will be effective from the date of its issuance and published in the Official Gazette.

Additionally, the Ruler has issued Ajman Emiri Resolution No. 10/2024, appointing the General Director of the Ajman Statistics Centre.

This resolution will also be effective from the date of its issuance and published in the Official Gazette.

UAE (Ajman): To Launch Building Classification Tool Starting 1 July 2024

Khaleej Times, 24 June 2024: The Land and Real Estate Regulation Department will launch the building classification process in Ajman, starting 1 July 2024.

The process will include examining buildings and real estate facilities’ compliance with standards and regulations, and will continue over a period of three months.

The Director General of the Department, has affirmed that the criteria to classify buildings, according to international standards and specifications, are ready.

An integrated electronic programme has been developed to classify the buildings and display results directly, and transparently, after the field visits.

This classification will ensure quality of services, and facilitate investors regarding their investment decisions and options related to renting or purchasing any property in the emirate of Ajman.

Ajman: Emiratisation Enhancement Agreement Signed

Ajman has affirmed that the government will continue to launch initiatives and programs in support of the Emiratisation file.

The Ajman government, represented by the General Secretariat of the Executive Council and the Human Resources Department, have signed a cooperation agreement with the Details Holding Group.

This agreement aims to enhance Emiratisation plans in the private sector and attract national talent.

The agreement aims to further Emiratisation plans in the private sector by attracting and qualifying national talents in the Emirate of Ajman, as well as providing employment, training, and development opportunities for recent Emirati graduates and job seekers.

The areas of cooperation in the agreement include providing a workplace at the Sanad Centre in the Masfout area.

It also involves supporting Emirati private sector companies in the emirate.

Additionally, the agreement aims to provide job vacancies and various practical training opportunities for the targeted national groups.

Bahrain: Amendment to 2014 State Information and Documents Protection Law Approved

Gulf Daily News, 11 March 2024: Bahrain’s Shoura Council has unanimously approved an amendment to Bahrain Royal Decree No. 14/2023 amending the 2014 State Information and Documents Protection Law.

Under the amendment, employees in entities which the State owns more than 50% of the capital or contributes to its management, are now considered officially responsible as civil servants.
