Bahrain: Royal Decree on Penalties and Alternative Measures Issued

Al Watan, 9 September 2021: Bahrain’s King has issued Bahrain Decree-Law No. 24/2021 amending Article 13 of Bahrain Law No. 18/2017.

Under the amendments, the Interior Ministry can request the execution judge to replace the original penalty with another one providing the defendant does not pose a threat to public security.

The defendant should show good conduct and behaviour and should honour the financial obligations of a ruling against them.

Bahrain: Phase Two of Wage Protection System to be Rolled Out

Bahrain’s Labour Market Regulatory Authority has announced phase two of the Wage Protection System is going to be rolled out on 1 September.

It follows the rolling out of the first phase on 1 May this year. That roll out affected employers with more than 500 employees.

It will affect employers with 50 to 499 employees.

Employers will have six months to comply.

They can enrol before they have to.

Phase three will be rolled out on 1 January 2022. It will affect employers with one to 49 employees.

Arab News, 22 July 2021: Bahrain’s National Medical Taskforce for Combatting the Coronavirus has announced the Kingdom is going to move to the Coronavirus Green Alert level.

They are going to do so from Friday.

It means malls, restaurants, cafes and sports centres will be reopened to everyone.

Salons, swimming pools and leisure centres will also reopen.

In addition, people will be able to enter Government facilities and events and conferences in outdoor areas will be able to be held.

People will be able to attend education and training institutions as well but will have to comply with anti-Coronavirus measures.

Vaccinated individuals, people recovering from the virus and under-12s who are accompanied by a vaccinated person will be able to enter cinemas and organise events and conferences indoors.

Bahrain: Implementation of Data Protection Law Being Considered

Bahrain’s Justice, Islamic Affairs and Endowments Ministry is considering the implementation of the country’s Data Protection Law.

It will be implemented in line with international standards.

They have launched a consultation on draft implementing regulations. The consultation ends on 30 June 2021.

They are also working directly with specific sector regulators to facilitate consultation on the draft regulations to ensure they are implemented smoothly in all sectors and sector-specific requirements are taken into account.

Under Bahrain Decree-Law No. 78/2019, the Ministry has had the duties and powers of the Personal Data Protection Authority delegated to them.

UAE: Safe Travel Corridor for Vaccinated Travellers with Bahrain Approved

Alroeya, 10 May 2021: The UAE has approved a safe travel corridor for vaccinated travellers with Bahrain.

It will allow individuals to travel between the two countries from the first day of Eid al-Fitr without having to self-isolate.

They will have to comply with the relevant anti-Coronavirus measures in the destination country.

They have recently been updated to ensure safer travel for everyone.

Citizens and residents who want to utilise the isolation exemption in both countries will have to provide evidence that they have received the full dose of the Coronavirus vaccine through approved applications and certificates. This is the Al Hosn application in the UAE and the BeAware Bahrain application in Bahrain.

Passengers can also save their PCR test results on the two applications.

Bahrain: Bahrain Signs Mutual Recognition of Vaccination Agreement with Israel

Bahrain has signed a mutual recognition of vaccination and green passports agreement with Israel.

It is the first agreement of its kind between the two countries and is a global precedent for a bilateral agreement on mutual recognition of vaccination certificates.

Under the agreement, those who have been vaccinated in both countries and received vaccinations recognised in the other country will be exempt from isolation rules and be able to enter places which require a green passport. In the second phase, arrangements will be made for people who have been vaccinated with a vaccine which is not recognised by one of the two countries.

The identification process will be carried out digitally. This will facilitate entry into both countries. It is expected to strengthen tourism, trade and economic relations between the two countries.

It follows recent talks between the Bahraini Foreign Affairs Minister and their Israeli counterpart, Gabi Ashkenazi.

Bahrain: Anti-money Laundering Law Amendment Approved

The Foreign Affairs, Defence and National Security Committee of Bahrain’s Parliament has approved Bahrain Law No. 29/2020 amending Bahrain Decree-Law No. 4/2001 on prohibiting and tackling money laundering and terrorist financing. The new amendments expand the criminalisation of money laundering to include any criminal activity provided for by Bahraini laws or any other laws and international agreements which are ratified by the Kingdom of Bahrain and became party to. The Law also increases the penalties by adding more penalties and granting the relevant authorities the necessary powers to impose administrative fines on violating establishments.
