Oman: Loan Ceiling for SMEs Increased

Oman Daily Observer, 28 August 2023: Oman’s Small and Medium Enterprises Development Authority has announced it has approved an increase in the loan ceiling for SMEs from 5,000 Rials to 20,000.

The aim is to help entrepreneurs launch and expand their projects nationally and internationally. It is hoped this will support the economic contribution of SMEs in the Sultanate.

The Authority also revoked Article 14 of the existing regulation, allowing flexibility in financing beneficiaries in projects other than those previously funded in line with the plans and programmes drawn up by the Authority.

The regulation defines the roles and responsibilities of each of the Small and Medium Enterprises Development Authority and the Oman Development Bank. It also defines the conditions that must be met by those applying for financing from entrepreneurs and craftsmen through a dedicated link with the required documents and data attached.

The regulations include the maximum time period for deciding on financing applications, which is 60 days from the date of completing the application. It also defines the grace period for paying the installments due for financing, the obligations of the beneficiary applying for financing, the mechanism for disbursing the total amount of financing, and the maximum period for disbursing it.

Fujairah, UAE: New Real Estate Laws Approved

Arabian Business, 24 August 2023: Fujairah’s Ruler has approved two new real estate laws in the Emirate. They have issued Fujairah Law No. 3/2023. This regulates joint property ownership in the Emirate.

They have also issued Fujairah Law No. 4/2023. This regulates real estate development guarantee accounts in the Emirate.

The two laws state that developers, management companies, associations and owners’ unions have to comply with the law within six months of their issued date. The relevant authority’s director may extend the deadline for compliance by another six months when required.

In addition, the two laws do not affect contracts signed between developers and owners before they come into force. Fundamental association systems approved and deposited by a relevant authority are also not affected unless they relate to the formation of owners’ associations.

Abu Dhabi: Punitive and Correctional Establishments Law Issued

Khaleej Times (United Arab Emirates), 23 August 2023: Abu Dhabi’s Ruler has issued a law regarding punitive and correctional establishments in the Emirate. It will come into force on 1 January 2024 and is aimed at supporting rehabilitation in the Emirate.

It will transfer responsibility for managing punitive and correctional establishments, as well as juvenile facilities in Abu Dhabi, from the Abu Dhabi Police General Headquarters to the Abu Dhabi Judicial Department.

UAE: Comprehensive Economic Partnership Agreement with Indonesia to be Implemented Next Month

Khaleej Times, 17 August 2023: Indonesia’s ambassador to the UAE has announced the country’s Comprehensive Economic Partnership Agreement with the UAE will be implemented next month.

He made the announcement to mark Indonesia’s 78th Independence Day.

The agreement was signed in July 2022 and is expected to increase annual bilateral trade to $10 billion within five years and could increase the total value of trade in services between the two countries to $630 million by 2030.

Sharjah: Regulations for Renting Holiday Homes Issued

Sharjah: Mechanism for Renting Storage in Industrial Zones Should be Introduced

Sharjah24, 17 August 2023: Sharjah’s Ruler has instructed the relevant authorities in the Emirate to work together to set up a mechanism to enable warehouse owners in the industrial areas in the country to rent them out.

The owners of these warehouses must be allowed to obtain a licence for their storage facilities. This should be the case even where there is no power connection yet.

Saudi Arabia: Implementing Regulations to Audio-Visual Law Amended

Okaz, 15 August 2023: Amendments to the Implementing Regulations to the Audio-Visual Law have been approved. The amendments confirm the prohibition of displaying content that encourages, promotes or leads to violence, intimidation, witchcraft or sorcery.

The amendments urge adherence to the principles of objectivity, honesty, accuracy, confidentiality of information and fairness in dealing with various topics.

It also urges professional standards and practices related to the media in broadcasting news, services, and advertisements to be complied with.

The amendments state the content must not violate the Kingdom’s principles and must not call for violence, or glorify groups with destructive political, ethnic, economic, financial, ideological or social tendencies.

It must not violate the rights of women or children and not prejudice the dignity of people and their private lives or belittle or offend them either.

Qatar: General Retirement and Social Insurance Authority Decision Issued

Gulf Times, 16 August 2023: Qatar’s Emir has issued a Decision organising the General Retirement and Social Insurance Authority.

Qatar Emiri Decision No. 61/2023 will be published in the Official Gazette and come into force on its issued date.

The Emir has also issued Qatar Emiri Decision No. 62/2023 appointing Ahmed Ali al-Hammadi as the Director General of the Authority. The Decision will be published in the Official Gazette and come into force on its issued date.

Oman

Oman: Environmental Permit Fees Cut

Oman Daily Observer, 20 August 2023: The Chairman of Oman’s Environment Agency has announced it has issued an environmental permits Decision, cutting fees for environmental permits.

Oman Decision No. 107/2023 has been published in the Official Gazette and revokes the existing Decision covering environmental requirements for service and industrial activities.

Under the previous regulations, there was no ceiling imposed for fines, which in some cases reached 10,000 Rials. The highest fee imposed was 1,500 Rials for three years.

In addition, an activity could not be changed or updated and no advance warning was given before a violation was issued. Under the new regulations, fines imposed cannot exceed the value of the permit or 900 Rials.

There will be more flexibility in updating, changing, or adding new activities and notice before a violation is recorded will be given.

Kuwait: Health Insurance for Retirees Law Approved

Kuwait Times, 21 August 2023: A Health Insurance for Retirees Law has been approved. A separate law on the formation of construction firms responsible for ensuring the economic development of residential areas has also been approved.

In addition, new electoral laws dealing with Parliamentary elections have been approved. Finally, amendments to constitutional court legislation have been approved.

The Cabinet also referred a draft law on proposed amendments to electoral constituencies to the Crown Prince to consider.
